Fire safety is a system of measures aimed at preventing fires and minimizing their consequences, ensuring the protection of people, property, and the environment.
This one’s a bit of a callback to the shoe-maker one where you had a shoe-maker without any feet. In this one we’ve got a fire safety inspector with very visible burns.
I am a sucker for these kinds of visual jokes.
Is it a gag or a bit of background storytelling like the smith lizard’s (war?) injuries? Since his uniform is reminiscent of a firefighter’s bunker gear I read it as either he’s a firefighter who also does inspections and has been injured on the job, or he was a firefighter and now does related bureaucratic stuff for them after being severely injured fighting a fire.
