Ultimately, i think it’s probably a misquote or a cross-wiring of Lenin’s essay: Imperialism, the Highest Stage of Capitalism. I think people are just freely substituting “fascism” for “imperialism”. Obviously, leftists would see them as related but shouldn’t conflate the two as being equivalent.
