I personally don’t like the idea of holding a group of people responsible instead of the government and its leaders.
So democracy is when voters have power but no responsibility? That casts political leaders as scapegoats for whatever stupid thing the mob wants.
I can see why for example Americans might want to think the way you do.
Those same people voted them in, and don’t seem to protest his policy of genocide at large. So why would they not be at least partly responsible?

I mean, there are reasonable Israelis out there, but the genocide is pretty popular in Israeli society, with the only mainstream objections being purely out of concern for the hostages. This is not something that can be pinned purely on Israeli political leadership.
