      Well, the article seems to explain it: they can’t.

      Local policies seem to cap the rent to protect renters, so they make up some bullshit extra fees to bypass those caps.

        And a functional local government wouldn’t allow that kind of sophistry and would treat that exactly like illegal rent increases. But you can’t have both landlords existing and any level of functional government.
