Well, I know the government has been. Either they are paid well enough, conditioned well enough, or both, to graduate from overseen to overseers. I hope they fold to the will of the people like a wet paper sack, but perhaps that’s a bit optimistic.
The US also still controls all, or at least a significant portion, of the revenues from Iraqi oil sales. That’s the lever they used to weigh in on the choice of prime minister and that they will use to continue dominating Iraqi policy. Iraq seems to be where they established the model they’re using in Venezuela.
