It was not a bill to raise the minimum wage. 100% of Republicans blocked it, and with eight more Democrats (16%) that was enough to kill the override that would have attached it to a COVID bill that was guaranteed to pass. Did Jumpin Josh Hawley vote against it? (Yes)
The Senate parliamentarian had ruled that the wage increase could not be added to the bill and approved by a simple majority of senators despite House passage of the provision last week. After Senate Democrats stripped it from the Covid package, a group of progressive senators led by Bernie Sanders (I-Vt.) forced a vote on the policy change anyway.
Note that Jumpin Josh had a wage increase bill back then that would raise it to $12 and then everyone would get a tax credit of $2/hr to be paid in four yearly installments which sounds like hell but ok.
