The limits were on the plants themselves, I believe something like >3% THC, but companies were then able to concentrate the THC and sell it legally. Even in places like ND where I have family and weed is completely illegal, you can buy these delta 9 products.

Nope, no limits federally. I have a jar of D8 distillate that’s 100% legal.
