Video compression has 3 types of frames: I-frame, P-frame, B-frame. I-frame is an independent image, like a jpg. P-frame and B-frame combine with pixels from other frames. I believe the image is showing the I-frame of a wall, combines with P-frames and B-frames of Joe Biden’s face.
