I think because some part of Cruz still thinks he’s going to have a leadership position in the party someday, except all his republican colleagues hate his slimy guts. So he’s maybe not plugged into the party’s machinations. He’s completely lockstep loyal and the rest of the republicans know it. He’s a little worm who does what he’s told.
